I have no hesitation in saying that they are dangerous to the peace and good order of Colony. The interpreter Li Jack-sing from his position could do anything he liked as he is employed in the Protectorate Office. If the Council decide that these men are to be banished, I can find them. I have not heard of any other Interpreters being connected with the Triad Society. I have heard some of the Chinese say that banishment of its members would be the means of breaking up the Triad Society.
I think it would be well to notify the fact, stating at the same time that the names of the other members are known to Government, and that the Government has full information about them. I think a reward of $50 should be offered for the arrest of each of the men in the event of their returning to the Colony. The list I have sent in does not include the name of the foreman in the Tramway Store department who would have been banished in connexion with the riots of 1884 but for the intervention of General Sargent. He was, however, bound over. I do not know...
